NATO Secretary-General Jens Stoltenberg hailed Russia’s withdrawal to the left bank of the Dnieper River as a victory for Ukraine on Wednesday. However, he nevertheless urged the West not to dismiss Moscow’s potential for a renewed offensive at a later date.
