Outside monitors appointed by the New York state authorities have recommended that Germany’s largest lender, Deutsche Bank, should cease doing business in Russia, to avoid potential risks connected to illegal practices.

Deutsche Bank is reportedly planning to expand its Russian business, despite a spate of scandals connected to cases of money-laundering, and a series of hefty fines for failure to act against them.
